What should I do when question marks appear in the Arabic interface?

This happens due to missing language settings in your windows language settings. To setup your language settings please follow the instructions below;

Left click on the Start button
Choose and left click on control panel
Double left click on Regional and language options icon
In the Regional and Language options window left click on the language tab at the top of the window.
In the “Supplemental Language support” section tick the “install files for complex script and right to left languages (including Thai)”.
Restart your computer and try using the software again.
